Solar Accelerated Transition Action Programme (ATAP)

Introduced in January 2026, Solar Accelerated Transition Action Programme (ATAP) is Malaysia’s latest rooftop solar scheme that replaces Net Energy Metering (NEM) ended in June 2025.
It allows you to install a solar panel system to generate Solar Electricity for your own use. Any unused Solar Electricity can be exported to the grid and used to offset the Energy charge on your TNB bill.

The Net Energy Metering (NEM) programme was replaced with Solar ATAP to support Malaysia’s next phase of renewable energy growth under the National Energy Transition Roadmap (NETR).

Solar ATAP is designed to support the long-term sustainability of solar adoption and infrastructure in Malaysia.
No quota limitations – Enables continued growth of rooftop solar without capacity restrictions under a quota-based system
Higher system capacity – For domestic customers with 3-phase wiring, the allowable system size has been increased from 12.5kW to 15kW

The main difference lies in how your exported Solar Electricity is credited:
- Solar ATAP: Offsets Energy charge only.
- NEM: Offsets Energy, Capacity, and Network charges.
Furthermore, any excess energy cannot be carried forward to the next month unlike NEM

Yes, solar remains a viable and attractive investment as you are still able to sell back excess energy back to the grid. Furthermore, electricity tariffs will continue to rise, increasing the value of self-generated energy to deliver long term savings.

Existing customers who are already approved under NEM will continue to enjoy their existing benefits for the full approved tenure.
There will be:
- No changes to the agreed rates or structure
- No impact on your savings or system performance

No. If you are an existing NEM participant, your 10-year contract remains valid.
