TMB and Maxis forge strategic partnership to advance KotaSAS as Pahang’s premier smart township
KotaSAS Sdn. Bhd., a wholly-owned subsidiary of Tanah Makmur Berhad (TMB), and Maxis Berhad (Maxis) today announced a strategic partnership to accelerate the development of KotaSAS into a future-ready smart township. Maxis will provide integrated connectivity and digital solutions to power the township’s digital ambitions.
Envisioned by TMB as Pahang’s premier mixed development, KotaSAS will set the benchmark as Kuantan’s new Central Business District and the state’s modern administrative capital. As it undergoes a multi-phase expansion over the next decade, the township is strategically positioned to benefit from major regional infrastructure developments. This includes serving as a key economic hub directly integrated with the East Coast Rail Link (ECRL).
The KotaSAS blueprint focuses on sustainable, smart living to improve the quality of life for residents and businesses. Reflecting this focus, Maxis will provide the essential infrastructure and deploy connectivity-enabled solutions powered by its fast, reliable and secure network, including:
- Integrated mobile and fibre connectivity: Providing a strong digital foundation for KotaSAS, Maxis will lead the fibre rollout for over 4,000 greenfield premises and deliver comprehensive mobile coverage.
- Connectivity-enabled Smart City solutions: Implementing a range of technologies to support KotaSAS’s Smart City vision. These include e-billboards, street lighting management, solar systems, smart energy meters, traffic lights and smart poles, which will enhance energy optimisation, public safety and liveability.
- Connected lifestyle and business offers: Enabling connected and sustainable lifestyles for residents and businesses in KotaSAS through exclusive packages for Maxis fibre connectivity, home and office Wi-Fi, and solar energy solutions.
The partnership was formalised at a Memorandum of Understanding (MoU) ceremony at KotaSAS, Kuantan, in the presence of YAM Tengku Panglima Raja Brigedier Jeneral Tengku Amir Nasser Ibrahim Shah ibni Al-Sultan Abdullah Ri’ayatuddin Al-Mustafa Billah Shah, Group Executive Director of TMB, and Datuk Johan bin Idris, Chairman of Maxis. The MoU was signed by Dato’ Shahrul Nizam Abdul Aziz, Group Chief Executive Officer of TMB, and Goh Seow Eng, Chief Executive Officer of Maxis.

This partnership is also aligned with Maxis’ role as the preferred telecommunications partner for the ECRL project.
